So is that just what they tell everyone or do I actually have a chance? This is one of those starter cards, it had a $300 limit, but now it has a $500 limit. So should I even bother calling or do you think I should just hold out?

Cap1 is the KING of mysterious CLIs. Mine ($500 to $750) was automatic after 6 months...NADA after that. I have heard of hard pulls getting nowhere when people try to get CLIs by phone.
If you figure this one out, let me know...wish I could be more helpful but this one just doesn't have a good answer.

No kidding. I've had my Cap1 Visa sitting at a $1400 CL for years. Last year, I made three attempts at requesting a CLI. No go each time. Then, a month or so after my final request, they gave me a $5000 CLI out of the blue! Go figure...
I've read so many different things about Cap1. However the majority of Cap1 rebuilder owners "seem" to cap out at 750-1000. I've had mine for 9 months and am currently at 500 (bumped from 300). Probably going to request 750 soon.
BTW, I received the same canned response as OP. I was a sucker and fell for it...called them up just to find out "no, you're not eligible at this time"

You will never see a CLI. I've had the same cap1 card for 3.5+ years and I have never gotten a CLI. Not 1 cent. Every time (3+ per year) They tell me that cap1 is a very conservative lender and they are not giving out CLIs at customer request. Instead they tell you that they automatically give them out, though after 3.5 years of solid payment history and 0 balance, you'd think they'd increase the line.
Their CLIs do seem completely random. I got one after the 5th (or was it 7th) billing statement from the Credit Steps program, went from 500 to 750. Been stuck there for the past half a year. Everyone I spoke to said there's only one credit step, so anything else will just be completely random. "We periodically review accounts blah blah blah".
When you call, there's an option to request an auto CLI. I think it's "More Options" and then "Request Credit Limit Increase". Last time I did that it said I wasn't eligible since my current credit limit hadn't been maintained for 6 months. It was automated, so there weren't questions asked.
