I went to use one of my Cap1 cards tonight and found that they changed my card number because of the Target issue. While I appreciate them keeping on top of things, I wish they would have given me some advance notice.
They rarely notify you, your notification is a new card in the mail.

most lenders seem to do this. it's definitely inconvenient, but at the same time it's not practical for them to be calling up every single customer ahead of time as well. that will require a much longer timeframe for the cards to be replaced.
I don't believe it would kill them to send an email. They have plenty of spare time to send marketing emails...

Lol!! True.. they can automate the process of e-mail and conserve time.
But you wouldn't want them to put the new number in email, and sending you a message "You will have a new account number" doesn't do much
I received something by email letting me know the same thing. I didn't even use my card back then and have never used it at Target. I would think they would at least see if the card was used before issuing another one.

if the card is already misused, the bank has to eat the losses since customers have 0 fraud liability.
therefore banks would rather take preventive measures and reissue new cards, even though it may be inconvenient for customers.
Chase did the same thing to me a few days ago, but they sent an e-mail letting me know and they did not close out the old card. It's nice because I can still use the card.
They actually sent emails for all 3 cards they replaced with the same information. My Freedom, my Ink and an employee's Ink were all used at Target on Black Friday but never had any signs of fraud. Seems they are just replacing all the cards now to avoid any potential further issues.
Here's some info from one of the e-mails:
