I would contact the EO.
I had the same issue. I said as much in a survey, and how unhappy I was. Someone from EO called me a couple days after the survey, said the offer wasn't currently available on my account, they would watch my account, and call me when the offer was available. A couple weeks later, the same person called and said the offer was now available, and switched my account for me.

How can I get my hands on that survey?
i have had pretty good luck with capone as my limit started at 500 on a platinum card. took me around 14 months or so to go to current limit and its quicksilver no af. the eo has been responsible for removing the af and one of the cli's but they will not pc to venture....i was told it would never happen ymmv
Sorry, I wasn't clear. They sent the survey to me via e-mail after I called Customer Service, asking about the call with Customer Service.

I had this same question... So you were able to PC to a Venture card? What card was it before?
I've been dealing with the same thing from Capital One. I tried to see if I could PC to the Venture, as I would rather pay the fee on that than the QS1. I contacted Capital One via Facebook, and they asked me to apply for a CLI first. I did it, but was only bumped to $750. I was informed that I exhausted my line increase for the next 6 months, and the minimum credit limit required was $3k for the VentureOne and $5k for the Venture. I am currently working with them to at least my AF removed for this year. So it looks like you must meet certain credit line minimums to even qualify for the card you would like to PC to.
I remember I had trouble getting this done, but it probably helped that I used and still use the card like crazy. It started as a credit builder $500 Platinum card, and it's now a Venture with a $20k limit (that still says Platinum Card when you log in online, they can't change the card type lol).
I am having the same problem. They allowed my to upgrade one card [which really wasn't an upgrade] from a QS to a QS with no annual fee. They wouldn't budge on the monthly fee I'm being billed on my other account nor the interest rates on either account. I have had both of my Capital One accounts for 10+ years. One was originally Household which was purchased by Capital One. Next month, I will contact the EO offices to see if they will help. If not, I am seriously contemplating closing both accounts and just taking the hit to my FICO score.
