now is it the quicksilver one (average) or the quicksilver visa (excellent) when called to pc

You both show a Quicksilver visa in your sigs, but Cap1 states that the minimum limit on that card is 3k., and your limits are below that.
Any idea how that's possible?

Welcome to the forum
The credit steps program is usually applied with a new card from CAP1
To see if you were enrolled go into your online account
Select statements
Click Documents tab this is where it would be.

Journey is a Visa, so I am guessing, his anticipation is a QS Visa for excellent?? (not MC-QS1 for average)
Thanks for the welcome, myjourney! I will wait until my statement posts to check on the credit steps program. I have both the Quicksilver One Master Card, and the Platinum Master Card so could I, in theory, be in the credit steps program for both cards? Also I have the two cards for emergency use, not to use regularly. Would I need to show usage on them for a CLI? And thanks for explaning what PC stands for!

You don't have to wait for a statement cut if the new account is showing online already and if enrolled the credit steps document is already there
Using cards for emergency use if fine but if you have regular bills that you pay monthly you may as well get the rewards by using CC's and then paying them on or before the ststement cuts.
I suggest anything you pay cash for or write checks monthly for use your cards where you can keep the cash in a interest bearing checking account and then just pay when statement cuts
All CC's like some use for CLI's how much is up to you.
