A little off topic, but why 13 months and not 12 or less?
it is better to wait until they are at least a year old, so that the lender doesn't think you are churning cards - i know that isnt the case in this situation, but anything to avoid being flagged by an algorithim for opening and closing cards in under 1 year is just a good practice
i have heard some lenders that will not issue you a new card if you have done that with them in the past
so - definitely not a Rule - if you want to close them, then you can go ahead at any time - but if you have the chance, post 1 year closure is a good policy
