Thought it might be pottentially useful ro start a thread on card issuers that do (and do not) offer true flexible spending limits on their WMC, WEMC, and VS cards. From researching previous threads on the forum, this is my current understanding, at least about the ones that I am aware of (anyone please feel free to chime in or correct me, if I am inadvertently in error, etc.):
1. BoA: WMC and VS cards offer true flexible spend features.
2. Cap1: WMC and VS offer true flexible spend features(?)
3. Citi: Yes and No; YMMV (although from what I have read here, most WMC-branded Citi cards do not have the flexible spending feature enabled).
4. FNBO: WMC and VS cards do not offer true flexible spend features. FNBO formerly used to, but apparently recently removed all NPSL features from all of their cards.
With Chase, the Visa Sigantures are true flexible spending cards. With Citi, the thank you premier is a flexible spending card (world elite) and the double cash isn't a flexible spending card even though it is world elite.
