I don't believe so on the Chase Freedom, not sure about the PenFed card.

I actually tried it last month with my Chase Freedom (purchased $141 in gas, and then purchased two $25 shell gift cards). Cheked my UR points and it included points for the whole purchase!

Did you pay for the whole transaction inside the store?

Penfed you have to pay at the pump outside to get 5%.
