Not unless something recent has changed but it can be SP in some circumstances. I haven't seen anythin recently reported as HP but your husband can confirm once he gets transferred to the lending/consolidations department whether in fact any HP would be incurrd.
One of my Chase CC consolidations was SP a while back while another one was just a simple phone call that lasted about 2 minutes and not even a SP was done.

I don't know if a HP is now standard or not, but I've heard a lot of people report recently that the front-line CSRs are transferring those requests to lending, whereas the front-line CSRs used to be able to reallocate limits directly.
Of course, all those reports were from people who made an excuse or just hung up, afraid to talk to lending. As a result, I can't say what could possibly happen when you talk to lending. It might actually be a very pleasant and HP-free experience.
I reallocated limits once, many months ago with a front-line CSR. The only time I spoke to lending was to ask if they needed any more info for a pending app, and they told me to just wait a few days (after which I was approved).
Are you trying to avoid speaking with someone in lending? If yes, why? Is it because of the HP? Or because you feel they will take a serious look at your credit profile and that may cause an AA? Whatever you decide to do OP good luck!
I have personally moved several limits the last week or two w/regards to Chase with talking to either CSP and/or Ritz customer service without any issue or being transferred to lending/uw. For whatever reason some people must speak with lending to do this. Speaking with their UW/Lending isn't exactly fun as many on this forum might know. Although they are professional it usually is an exam and questions that aren't always fun to answer. It is a SP or no pull at all if anything; all mine they haven't pulled credit for being SP or anything as they just recently pulled it due to being approved, but yes they can start to ask questions that some might not want to answer or be under the microscope with and possibly have to explain things. Sometimes let the sleeping dog sleep.
Only anecdotal but I've never had an HP when reallocating with Chase. You can also reference prior threads as reallocating with Chase is a relatively common topic.
