I think Freedom is an "entty" level card for Chase, whereas CSP isn't (and as Chase seems to impose the 5k sig lower limit here, it makes sense that it would be higher than the Freedom, where some are getting $500 CL). Not sure where the CS fits in

CS lowest CL threshold is ~$2K, which would still be higher than the lowest approval for Freedom (minimum $500).
