Interesting. Just sent a message to chase (SM) to see if this is an option for my account. Most likley not as my card is not up for replacement but it doesn't hurt to ask ;-)
I got a letter a few weeks ago stating something about the chip (didn't really care enough to read it), and then got my new Freedom Visa card with the chip in it a couple of weeks ago. I haven't used it anywhere yet

find a way! i must see this lol. i have the chase freedom card too but when i called they said they dont have them yet and its in the testing stages or something

According to that post, the chipped Freedom was a replacement for his Freedom MC that was switched to Visa. I still have the Freedom MC and will be holding on to it until they replace it with the Visa so I won't be calling to ask about it in fear that they will expedite the switch.
Just received my Chase Freedom Visa Signature Card by UPS yesterday. And guess what? It does not have EMV chip. It is pure and traditional CC.

Sounds like right now they are only sending the chip cards to a target group - those who have a Freedom MC that's being converted over to Visa. The CSR's are telling people requesting it that it's still in testing and won't be standard just yet.
There was one person on FT who apparently told the CSR that he needed it ASAP for a trip and was able to get one for his Freedom Visa after it was escalated to a higher up. I personally wouldn't go through all that trouble since Freedom has 3% FTF and I want to keep mine a MC for as long as possible.
It seems from my experiences that posters on this forum have more knowledge and information than Chase Freedom CSRs. In truth my own experiences find this to be true for other card services too. How myfico posters find info is beyond me but I am glad for it!
Sent an SM to Chase this morning regarding the Freedom card with EMV chip and this is the reply:
"Thank you for contacting Chase about EMV Chip card.
Let me inform you that Chase does not provide a chip and
PIN card. Merchants in Europe (or other countries) are
required to:
Accept all cards with magnetic stripe
Honor all cards bearing the Visa/ MasterCard brand mark if
they accept MasterCard
Accept magnetic stripe as well as chip cards, even in
markets that are evolving to 100% chip card local issuance
If you experience a problem with your card, urge the
merchant to insert the card into the terminal and follow
the prompts. The terminal will automatically request a
signature. If the merchant insists on not accepting the
card, please call us to report the merchant name and
address.
Further, Chase offers several products with new Chip and
Signature functionality. However, your current card does
not include this feature.
Though the card you have now doesn't have a chip-enabled
version, we're writing to provide you with a list of our
products that do.
We currently offer the following chip-enabled cards:
