The certificate is/was pretty flexible.
I used one for NYE in Times Square (Crowne Plaza) and only booked in mid-December.
By contrast, according to a front desk clerk at the HIX in Flagstaff, AZ they only allowed 7 award rooms per night, even during the quiet summer. I don't know the total number of rooms in the hotel, but about 90 rooms are visible from the front parking lot alone.

Now that the anniversary night can only be redeemed at IHG hotels up to 40,000 points. Is it worth keeping/applying? What are your thoughts?

What are you talking about? I just found 10 properties in Orlando at less than 40k a night. Crowne Plaza Universal Blvd is 30k/night.

I know it's not the best IHG property but right on Fisherman's Wharf is nice for my wife and I. If they ever switch it to a 40k redemption you'll find me in possession of an IHG card
When limited-service hotels are centrally located in expensive areas, they tend to be in a high award category.

Exactly. San Francisco is ridiculously expensive to stay in anyway. I wonder what the cash price is for that place.
