I'd have to say that this is incorrect.
Chase does have a Blacklist and in some cases, they never forget/forgive.
I'm on that Blacklist for publicly posting about their handling of Washington Mutual accounts in 2008 and cancelling people's credit cards without ANY notice, leaving some of us on out-of-country vacations with no working credit cards.

I was naive enough to post my rage using my real name back then, a mistake I learned from and no longer do.
Chase even to this day will not give me any card; even with my many years of 800+ true FICO’s.
Luckily there are many other choices and much better banks to work with (CitiBank, NASA, AmEx, USBank, Discover...), so it doesn’t really matter.
I would NEVER leave my house to go anywhere if all I carried was any Chase card.
Been there, done that - learned never be able to trust them with my hard earned credit again.
Over a decade ago, I burned WaMu with a checking account without realizing it until it was too late and then I had my head in the sand (closed the account and then a check attempted to go through, causing fees/etc., ended up "owing them" about $125), and in 2014 opened a checking with Chase, and a year later, 4 credit cards with them, all with 5-10K credit lines. So, I wouldn't say this "blacklist" is hard and fast.
I filed Chapter 7 BK back in Oct 2013. It was discharged in Jan. 2014. I included a chase Freedom Visa for $233. I tried early last year and a in 2015 and was denied a credit card.
I applied for the Amazon Prime Visa Signature card last month and was approved for $500 after talking with a Chase Credit Analyst. He said if I wanted more I could ask for a credit line increase with another credit pull. I am very happy to be back in with Chase even at $500. I use the card alot and pay in full. I will try for an increase next year and possibly the Chase United Miles Visa.
There are times when you can recon and get back in.

How do you know you are on the blacklist for that reason.
I know that this thread is kind of old, but I thought I'd add some data points. I walked into Chase today to open the total checking account. They did not HP, just chex systems sort of inquiry. Opened checking no problem, will do the minimal direct deposit to avoid fees. Banker told me that once my first direct deposit goes through, I should see the $300 bonus within 10 days. I burned Chase in BK for $3,500, but was also recently able to open a Disney Premier Visa. For that card they double pulled EQ and EX. My scores are EQ 687 and EX 656. My income is close to $100,000.

Im assuming you had to recon them for your Freedom Card. What kind of questions did they ask you?
Did you apply for the Disney Card before or after you opened the checking account. Did they bring up the Chase account that was IIB when you recon them?
