Others have rightly dissuaded you from CSP, but as a general observation on the Sapphire family:
If the Reserve looks excessive, you probably don't need the Preferred.
That said, some people benefit more from CSP's free AUs, or can't get a $10k approval.

Yes - even for these types of purchases you will get 1% cashback at time of purchase and the 1% at time of payment.
There is one caveat with this card - it's not unusual to get a fairly low starting limit (as in $3-4K range) which would prove to be a nuisance if you regularly plan to put $2K+ a month spend.

When you are comparing CSP to DC it isn’t exactly direct comparison due to CSP main function is to transfer to transfer partners for travel. Thats where you get ther real value of the card where you can get 3 or 4 times the value. A basic example would be if you wanted to stay say at PH in NYC, which is normally around 1k a night. You could spend 30k UR to stay there so you would be getting over 3 times the value.
If you are looking for a pure cash back card then I don’t think CSP really fits especially for that AF. You would have to put a lot of spend on that card to make it break even with 95 dollar annual fee.
