I just spoke to Daniel via Live Chat. Here is his response.

It may take up to two weeks for us to update our data; keep this in mind when checking your score. Scores always reflect the previous month's information.
FICO score for current month will reflect in April.
Oh well, that mystery is solved. I think Discover refreshes the same month, but I could be wrong.

Thanks for the info! I'll report back next week.
I've discovered that they are real funky about that. I tried for a CLI earlier this month and they denied me for having too high balances reporting and that my FICO score was 691, last reporting in January. Now online, they were showing my score to be 720 with 0% util, which it was at that point on 21 February, the last time they updated it for me.
I called them to ask why I was being given February's score online, but on the denial letter, it was showing January's score and the only thing the rep could talk about was that the score doesn't factor into the CLI request.
I said "maybe you're missing the point I'm calling about. I'm not calling to discuss my CLI request, I'm calling to find out why you're using January's score for a March action". Her reply was "The January score is the last one we have on file for you". I ask, "Then why am I being shown an updated score online?".
This went back and forth for another 5 minutes or so and I could tell that the 'ol girl was not going to answer my question and responded with "I'll put a note in your file to have an analyst to call you and discuss your CLI request at a later date".
I said "ok fine" *click*
I think they're having problems and there's not enough intelligent people working the phones...
I was going to try for the CLI again after a month, but now stumbling upon this post, I may just chuck it in the sock drawer and work on one of my other cards, maybe I can find intelligent life elsewhere...
