Citi Diamond Preferred auto CLI--recon to reconsider CLI for different citi card?

I have 2 Citi credit cards (Costco- $2k limit & Diamond Preferred- $1k limit) and I just received an email  that Citi gave me an automatic $500 CLI on my diamond preferred.

I was planning on paying off the balance and closing down that card as it does nothing and I want to try and get a CLI on my Costco card that still has a balance.

Has anyone had luck calling in/chatting with a rep to reallocate said CLI/ask for an increase on another card?

I've asked Citi to do that multiple times, and each time they said "we don't do that".
