I honestly don't know. It may be a regional thing or a state regulation, but they've only pulled 1 bureau for me (and DW too). EX 99% of the time and EQ only in one instance. However, the EQ pull happened after I got an approval using EX, so Citi might've decided to mix it up. After that, they went back to EX.
I haven't looked at a full report lately, so they may have soft-pulled a second bureau or all 3, but I only got hit for 1 every time.

OP, I got 3 Citi cards with BK7 showing. 2 business (Costco & AA) and 1 personal (Prestige). I never got prequals either but my approvals came after the 7th year post BK. Apps for DC and Prestige before 7 yrs got declined, IME. Also, my approvals were automatic -- no recon or any verifications required.
If I were you, I'd wait till BK is off my reports and join with a clean file. You're really close. What you could also do to be proactive is submit a request for early exclusion. You might be able to get the BK removed earlier than June.
In my experience I've not had my BK13 be issue as it relates to CLI's. Actually every card I've had with them has seen multiple CLI's.

Thanks for the feedback. I was denied my first SP CLI on the Prestige due to BK on report, so I searched around and I found a couple of posts from people who mentioned the same type of denial. I noticed the SP CLI language only a couple of weeks after getting approved. Before getting the official denial letter, I was thinking that I'd asked way too soon, but the reason was the BK.
I'll give it another shot but I'm going to wait till the 3rd month maybe.
