The retail Citi-backed cards (Best Buy, Sears, Shell, Home Depot, etc.) almost always result in a HP for CLI, and you can ask any time as long as your profile supports it. Here's a recent thread:

If you click on it and it states a credit report will be obtained, it's a HP.
