More likely too many open accounts vs. inquiries.. Although obscene amount of inquiries could possibly do it as well. If you haven't opened an account in likely 6 months you probably are safe assuming scores/profile are in good shape and not newish to credit
From what I see and read it varies! There is no solid data points. I think Citi has a few bankers drinking after hour playing darts on the outcome of applications! I don't recall seeing anyone recently getting approved for Citi with 10+ inquiries. The general consensus is zero inquiries 6 to 12 months is ideal. My wife was recently approved for a Citi card and she had 3/6, 4/12, 5/24 inquiries 3/12 - 4/24 new accounts. Her Fico 8 scores 730-749.

10 t0 15 inquiries? Remind to stay away from that bank if you get approved. Seriously no prime bank will approve you with that many within 2 years.
In my experience Citi has been sensitive to new accounts and inquiries within the last 6 months. When I have asked for a limit increase with 2 or more new accounts or inquiries in a 6 month period it has been denied. When I'm 0/6 they usually say yes. I haven't tried at 1/6 yet. Sure they will.. Want me to go through some of my prime bank approvals with 10-15 inquiries? Every profile is different along with situations and income, etc. Can't use a single brush for everyone ever in the credit game as always exceptions to all rules. It is mainly account and not inquiries as well lenders are sensitive to as lets say you are going after a mortgage or a car and can be pulled 10 times for that alone while shopping around. Just an example

Yeah, this info is just straight up wrong.
Citi is definitely similar to USBank when it comes to recent inquiries or new accounts
both of them prefer 0/6 - or 0/12 is even more likely for success

Let me chime in with another datapoint.
Denied a credit limit increase on Citi Custom Cash for "too many recent inquiries".
In the last 2 years I have inquiries on 7/17/23 and 7/10/23.
From what has been said above, I may need to wait for 1/17/24.
