Close brand-new CC, without even activating it?

I was wondering, how straightforward it is to close a brand-new CC? Do I need to activate it first? Any precautions I need to take?

I know, the inquiry is already on my report, and closing the card will probably lower the score slightly more. But I don't worry too much about short-term lowering of my score. I'm concerned more with how cleanly it will be closed - I don't want any fees or penalties, and I want it to be recorded as "closed on customer's request". The company in question - CapitalOne - is notorious for dirty tricks. Sadly, I learned that after applying for the card.

No, just ridiculously low limit, which makes the card useless.

When I closed my Cap 1 CC's earlier this year, it was reported as closed by consumer.
 
edit: correct verbiage on my EX & EQ is "account closed by consumer request"

Is there an AF? You could just sock-drawer it for awhile and then decide what to do.

You can generally call and cancel it before activation, did you look over the terms? Many cards, if you dont activate it, you dont have to do anything.
