The two Capital One accounts I've been trying to combine forever are now closed, the Venture with a 13k limit and one of my Quicksilvers with a 2k limit. For me 15k is a lot to eliminate all at once but I don't use the cards and it's clear they are never going to let me combine them with the card that I do use. When I called to close the accounts tonight I was asked for the reason and I told the rep it was because of the combination issue. At the end of the call she said she wanted to ask me one more question, and then asked if I was able to combine the accounts which card was I planning on keeping open, "was it the zero percent interest account?" she asked.
I said no and told her which account, but it seems pretty clear from that question that one of the hidden criteria is the APR on your accounts and which one Cap 1 thinks you're going to leave open if they let you combine them.
