In addition to both cards needing to be at least six month old, no recent late payments, and the "donor" card having a $0 balance, I've found success waiting for an ENTIRE statement cycle at $0 flips the switch to let me combine. Simply paying it to $0 and trying to combine never worked... ALWAYS had to wait for the statement to generate with a $0, and then NOT let anything else post to the credit card before I try combining.
Combining has never worked for me, I may have to try your method as two of my 3 cards will be at a 0 balance soon
