I've never been hit with a HP for a CLI from Comenity. Maybe if you have a boarderline credit profile? I'm in the 670's and 680's across the board, and either I get instant approval, or a 7-10 denial, but alway a SP.
I never used to get HP, only recently. I'm not the only one either. I'm just being cautious now. I don't need the HP on a store card because I'm wanting bigger and better things! My scores are way higher than when I received the cards. Not sure what triggers the HP, but I'm not chancing it 
MIne seem to be every month. My last increase was dec 8 and I just got them again today. Express, Vickie, and Buckle
