Can't believe I just got this letter in the mail But considering I just apply for Citi Custom Cash and confirm blacklisted unfortunately, this would be great 👍.. 

why would they preselect me considering blacklist? I don't understand ...

Internal blacklist with Citi. Not blacklisted for general pre-screened marketing offer criteria with the CB's.

Many people who receive marketing mailers / "invitations" will fail to be approved for any number of reasons, such as income, credit, etc.. when applying.  That's just the way it works, there's no incentive or realistic way for companies to target only people who would 100% be approved.
