there is also a trade off between DCU is high apr but no fee, and USAA is low apr but with 3% fee

Both are balance carrying cards given what I know of their rate structure; however, neither are simply designed for BT's.
I'll be picking up likely one or the other sometime next year post mortgage for a high CL / low APR card that I can float several months expenses on if I need to for whatever reason; however, for balance transfers there's a bunch out there with more attractive options in terms of either APR's or fees that are designed as BT targets, whereas neither of these two cards are.

Keep in mind that these are "as low as" rates. What you qualify for with each may vary.
