Congrats on your Amex CLI! As for your Disco, I would wait for your Amex limit to appear on your credit report, use it in the meanwhile and pay it off. Seeing a higher LOC with Amex surely will not hurt. A couple of days after the statement closes for Discover seems to be working well for me; you will also be able to see what your FIco is and whether the Amex CLI had a significant impact.

It's not just the acount itself but your entire credit profile and income that determine the CLI you would qualify for. The $30 balance probably won't matter. Your auto loan certainly matters since it is part of your credit profile but we can't tell you what it's impact would be. It really depends on your profile and how the account factors in.
The $500 CL on the Discover indicates that they had concerns with your credit when the limit was assigned as it is very low. Those concerns would need to have been addressed in order for you to get a CLI.
