I've read "25 days+" constituting a full statement in the eyes of NFCU; I've also read no partials count toward the 91/3 rule, even if a statement was cut a mere few days short of a full month; I've read about countless people waiting for a fourth statement to ensure NFCU cut "3 full statements."
...so wondering—how do you (or NFCU) define "3 full statements?"
I was looking at my first statement, which had a balance due, and according to my math (because I can't find the start day on the statement, though it says billing cycle was 30 days), I had the card for 24 days before the first statement cut.
I've been looking forward to day 91, perhaps falsely assuming that would also check the 3 full statement box, too, but I am now gun-shy given my hard-pull-risk-averse nature.
Sure, I can wait another month (+115/3?) but was hoping to app before another HP hits for a rental (not that that will make or break the app, but definitely doesn't help it)...so it begs the question—is my 24 day 1st statement a "full statement?"
I can't help but wonder how many have a "full statement" coming out of the gate....perhaps they cut all statements on a certain day and anyone apping the day after gets a bonus 40+ day 1st statement?

I interpreted what they mean to be :
Three statements that cover a full month each (and) at least 91 days of total time on account.
Jan, Feb, March might not count because of only 28 days in Feb. Hence some wanting to have 4 months to be sure. If your first statement is not a full months, it does not count, I would wait for 3 statements and more than 91 days of time. Again, no real answer just how I read the policy

Someone else was asking a similar question about the 25+ days in another thread.
In reading the NFCU MegaThread, it states if the 1st statement wasn't 30 days (Yes, the statement does say 30 day statement on it even though it wasn't a true 30 days...don't go by that) that you technically shouldn't count that statement and then wait for next 3 full 30 day statements so you'd be at 115/3. That was my experience.
In relation to your timing concern, if you ask online...the request is SP and you typically don't get any notification email either way. If it was approved, typically people report seeing it within 24-48 hours. They'll notice their Available Credit has increased, the but Credit Limit field updates the following night. If you request early...before 115/3...if you don't see it processed...you were either declined for a lending reason...or you asked too early. If you don't notice the CLI, you can send a private message online to them inquiring. They'll notify you a letter is coming in the mail...though they may (at least for me they did) tell me why account wasn't eligible as I had just received one...I had asked too soon...by 1 week....oops...so the following week I asked again and it was approved. Essentially, asking early won't hurt and if you are declined for asking too early, you'll need to ask again at the 115/3 mark. No harm in testing your theory.

Asking in relation to doing a new (second) application for credit, not a CLI; that comes after the application and no qualms asking for that.

Ahhh...sorry for not fully understanding your ask.
When I applied for card #2, I did proceed at the 91 day mark and got approved..and then circled back to card #1 for the CLI when it hit...similar to you around 115/3

I asked the same question last month as my first statement was 28 days and I wasn't sure either about the technicalities of if that "counted" as full or if it had to be 30 days, for example. So, in my case, 28 days ended up being good enough to count. Several others on my post responded that they had 25 day first statements that were also good enough to count as full. So it seems as few as 25 days may be sufficient to count as a "full" statement. I see you mention yours was 24 days - I am not sure if there is some sort of magical line between 24 and 25 days.
Also, I am not sure about them cutting all statements on the same day or application dates influencing statement dates/lengths, as my husband and I applied/got approved on the same day and his first statement cut after only 8 days while mine was 28 days.
I went ahead and called...twice...same answer:
'Technically, you can apply the day after your first credit card app..., so no rule on that.'
I couldn't get either to say if an app would be for naught, but both agreeded—even if denied for being 'too early', it's a hard pull either way...and neither could tell me the parameters that determine if one is 'too early', though it seems to be a thing.
In short, I came up empty with CS and still unsure if my 24 day 1st statement would hold me back...sleeping on a decision to just roll the dice or not.

So, then, why not just do this? Since you've shared that you're gun shy and if the key is timing things right so that the HP counts (instead of prematurely submitting an application), I would go with the extra time for best results.
