I like the rates on this visa platinum card. Lowest is 11.99.

You earn 2 x for gas, groceries and discount stores.

If anything, they are offering 18 months 0% APR on purchases AND BTs. 

Is this a good deal?

The rewards are average, there's better options for gas and groceries.  It looks like 2,000 points = $20 statement credit, so you're getting 2% on those categories.  Pretty standard 3% BT fee, the 18 months at 0% is nice.  There is also a 2% FTF fee.
