Discover Blacklist for Inacitvity?

Does Discover put you on a blacklist if you have an accoutn closed for inactivity?

 

In May of '09, I applied for a Discover More card, and was approved.  The card never came in the mail.  After a month, they said they sent a second card, but it never arrived.

 

In November, they closed the account for inactivity.

 

So, last fall, I reapplied.  They declined me with a reason of "Status of prior account."  I called for a recon and they denied that as well citing negative history on the previous account, which was never activated.  They said to wait six months and try again.

 

This past week, I tried again, and the same reason was cited.

 

Is there a permanent blacklist for users whose accounts are closed for inactivity?  I have not yet called for a recon based on this app.

Sounds wrong.  You need to call and see what the status of the old account is.
