Literally just got a 0% Balance Transfer offer from Discover in the mail a couple of days ago. Currently have like a 20 dollar balance and a CL of 3,500.

I got mine 3/2018 which has a $12,700 limit and I have an offer for 0% for 9 months with a 3% fee and 3.99% for 15 months with 3% fee. 
I have IT since 2013 CL15k. I do see offer "lower rate" and "more time", and I do receive mail offer every few weeks too

I've found over the 3 years my Discover has been open, they hawk their BT stuff at me and flood my snail mail box with checks regularly in the fall and nothing during the times I actually would need them.
I've got this on my June 2018 card ($3K limit, zero balance), but nothing on my June 2017 card ($1900 limit, zero balance). I've never bothered looking before so I'm not a good data point however.

My Dh cashback has always had offers, not even a year old. My card which was a secured is now a year old, 0% interest for a year and hasn't the first bt offer.
Even since my Disco was paid off earlier in the year I have had BT offers similar to the ones above. $5,900 CL and the card is 5 years old give or take.
