First, congrats on paying off several cards! That's awesome!
Second, I don't know a lot about optima......but from what I do know (from my understanding)....If you are offered it and meet whatever terms, such as paying off etc, you are approved for it.
How were you offered it? Did they mention an app?
It should come by USPS and will need to be mailed back. It was part of the settlement so it's a done deal. The application is just a formality. After having it a year you'll be eligible to apply for other amex products as long as your reports can support an approval.

Unless you filed for a BK or have a BK, it's pretty much a guaranteed approval.
So, were you approved or not for the Optima card ?
