Does Chase HP for CLI request?

Does Chase do HP for CLI? My three Chase cards are Freedom ($6,000 Chase doubled the CL without a request 3 months ago and changed it to Freedom) issued 2005. Freedom Flex ($11,700) issued 2022. Chase Sapphire ($19,000) issued 2019. Other cards are AMEX HH 32,500, issued 2021; Discover 21,000, issued 1999 and Cap One, 5500 issued 2015. 
I have enough available credit as I PIF. However, I will be traveling to Europe for about six weeks in the spring and my concern is to have enough available credit in the event of an emergency. Primarily a medical emergency. I travel with medical insurance, but sometimes an expense can be reimbursable. The two cards I use for my travel are Sapphire and AMEX.

If the increase request is a soft pull, I will seek an increase in Sapphire. Otherwise, I think I will shift available CL's among the three Chase cards, increasing the Sapphire.

Soft.
Depending on your income, call & ask to double it. You can then Reallocate Smiley Happy they'll counter. In the app they granted me $1,500 no other options or requests for what I wanted

I was  just denied when I requested a CLI on my Sapphire Preferred card, it is 2.5 years old, has had plenty of activity, and rarely has a balance shown up on a statement and I've never carried a balance; the denial said my card wasn't eligible for a CLI at this time.  I do have the following three Chase cards, so maybe the total exposure is an issue for them, or possibly the fact my newest card is less than a year old; any ideas?

  • Sapphire Preferred, 2.5 years old, $11,700 limit
  • Freedom Unlimited, 2 years old, $23,600 limit
  • United Explorer, 11 months old, $8,000 limit
