I assume you were asking me, but in 2013, I didn't even have the option to request a CLI online. I was 6 years out from BK7, and the only way I could get an increase was to call and give permission for a HP. My starting line was $2500, and it went up to $5000. In 2014, I got an auto-CLI of $1000 (to CL $6000) and the option to request the CLI online.
When the Discover CLI train took off last April, I was finally able to request CLI with SP online (and I've had a few).

Yes, it does. I have been managing the credit for three of my friends, and Discover has pulled Equifax for all three of them in Orange County, CA! They all applied for the Discover It card. I hope that helps!

For New accounts they seem to ALWAYS pull Equifax-at least for California. I can't speak for other areas. And, Transunion - Soft Pull for Credit line increases!
