Does "credit offer" from prequal site mean automatic approval?

I received the following message from a preapproval qualification website:

 

See below for a summary of the rates, fees and other costs of this credit offer. The Cardmember Agreement, to be sent with the card, contains all Account terms. Account terms may change. We have the right to change your APRs, fees, and other terms in accordance with your Cardmember Agreement and applicable law. Reasons for change may include, but are not limited to, any change in your credit history, credit obligations, account performance, use of your credit lines, or our financial return. Notice of any changes will be provided to you as required by law, which may include the right to opt out of certain changes.

Does this mean that I'll be approved if I hit the "submit" button? I don't want to waste my last hard inquiry for 6 months.

 

Also, just before that final screen, it said I was "most likely to be approved" for the card in question.

 

Any feedback would be appreciated. Thank you!

I forgot to mention, this is an HSBC credit card. I prequal'd at the website. I was just looking for something better than the Orchard Bank (also HSBC) that I have now.

 

I know, I know...not the best brand, but for a rebuilder like me, being offered a credit card under 10% interest is something to cheer.

In my experience, it does not guarantee the card, but most likely (99.99%) chance you will receive the card.

 

One of my kids - young adults - was preapproved/approved for a Discover card.   But since Discover card could not confirm a landline for his employer, they denied -- after they had approved him -- the card.   I guess 6 months was enough time for them to reconsider and send him a card.

 

Yeah, who would have thought that employers going to cell phones would be a concern where credit is concerned?   Around here, several landscaping companies, several construction companies, etc do not have land lines for their business.   They use cell phones exclusively because they are on the go so often.
