Does the high balance really count towards utlization?

So I have a World Elite MC and  a Signature Visa that, as I learned here on The Forum, does not report CL's-BUT I ran up the Balance on BOTH cards up to around their CL's( 5K on the MC and 33K on the VISA) and paid them off in full-now I just pulled a 3-IN-1 Credit Report from Equifax and it's showing my TOTAL CL'S AS INCLUDING MY HIGHEST BALANCES on both cards,but only on EQUIFAX AND TRANSUNION and NOT Experian- so I have a 25% Debt to Credit Ratio on EQ and TU and 40% on EX-however, I pulled an EQ report three days ago(not a 3-in1) and it's NOT including the highest balances on the MC and Visa- s which one is it????

typically the highest your balance has ever been reported is now the CL that is reported to CR and will be used for your util.
