I was wondering if anyone is familiar with Elan? They are the issuer of an American Express Card offered through my local Bank, and the rewards are pretty decent for a $99 AF card.
This was also mentioned under card benefits at the Bank just above the apply button:

I've got an Elan card that is from a bank I'd never heard of and on the other side of the country from me. (I had a mailer from Florida Community bank show up in CA?) Anyways, I looked them up and cold apped during my one time card spree. a couple weeks later the card showed up with a $5000 limit. I've gotten 2 SP auto CLI's from them with little useage bringing me to $10K. Nothing too fancy (especially their website) but the card does what it promises.

Elan Financial Services is a division of U. S. Bank. They issue and service credit cards for smaller community banks and credit unions who don't have they resources or economies of scale to provide those services on their own.
