FICO Score drop

Well I was doing really well.  My EX was 660, TU was 613 and EQ was 633. 
 
This was in January.  Well I applied for new CC Gold Delta Skymiles Amex CL= 1000,
WAMU Plat. Visa CL - 1000,
Capital One Plat MC- 750 (now 1250), and i had a
Gold Orchard Bank MC that had 300 CL (now 500). 
Well I kind of got out of control with my spending and now have $2371 out of my 3750 avail credit.  I also applied for 2 other cards but was declined during that time.  I've always paid on time, and pay extra.  I pulled my CR yesterday and my EX dropped down to 634.  I am currently looking at buying a condo in the next 3 months, and thought that by using my credit wisely it would increase my scores. 
My FICO avg is now 627. 
 
I can afford to pay most of the $2371 off but want to make sure that is the right thing to do to positively impact my FICO before I go to the bank.  I find it odd that my other scores were not impacted by my recent payment history

30% of your Fico is factor in high Ult. if you pay
 
Down 90-100% of your Debt I'm sure your scores will raised back up,

What do you think about a CLI.  That will offset my utilization as well.  I just don't want any hard inquiries.  I'm going to start paying off/down these cards immediately.
