Norstrom Tier 1 (Been a while since I have had them so not sure but I used to have 6-9% (Variable Prime + 0%!!) Miss it!

American Express Optima Platinum...WAY BACK that was Fixed at 6.9% I believe (BUT it was fixed, so actually still had that rate until like a year or so ago and closed.)

Discover IT - it's VERY close if not under 10%

Can't think of others right off top of my head right now.

My Wells Fargo Cash Rewards Visa has a fixed rate fixed at 13.49%

Iberia Bank used to offer fixed rate CC. Even now their variable rate CC is quite low as 7.25%.
