And I was thrilled when I got my Diamond for $4000 but my offer was 0% APR and 0% BT for 21months after my APR is 20.99%

I'd really like to know how CCC go about determing CL, APR, and the length of 0% APR period. You've got a better APR, longer 0% period, but less CL than the OP. SO strange
It may be a total exposure limit with Citi. I have a few other cards with them (store and AA visa Sig) and this puts me up to over $25,000 total limit with them total.
I got the exact same terms as the OP last month with a slightly lower CL. This is my first Citi CC since cleaning up my credit. I had a defaulted Shell gasoline CC from about 10 years ago that was backed by Citi. Charged off and off my reports. I too responded to a mail offer with invitation code. It's not my highest CL (16K NFCU, 12K USAA) but it's more generous than I expected with them.
Shortly after activating the card and setting up the on-line account Citi sent me an e-mail that I was eligible for a $30 statement credit after spending $30. I saved the e-mail and my first statement cuts today so we'll see.
