What are 'CLI's' and how does one "pre-qualify"?
I think my best course of action would be to get under an authorized user. I will probably ask my parents to see if I could get on an older card of theirs. I've read that should give be an "instant" boost, but I'm not sure if it'll by 30 points or so in order to qualify.
Credit Limit Increases. I would try for atleast one card on your own. 1 inquiry isn't going to hurt you. Is there any bad on your credit that you know of?

ETA:
Just checked out the Experian site again. It says I had 5 late student loan payments a while back.
Thank you for the detailed response. And that's the Experian Fico score, so that's the score I am going by. Is that not a real score? I didn't plug in my student loans, just answered a bunch of quick random questions as well as personal ID.
I don't mind having to pay a one time annual fee if that means I can use that time to raise my credit score. I'd be willing to use my DB card in case the CC wasn't accepted. My DB is a VISA and I've used it for domestic purchases, just never international purchases.
@mylowfico
I've never filed for bankruptcy, so I think it was due to a few late student loan payments very early on. Really, I don't have a mortgage loans or auto loans under my name so that's all I can think of.
Go here and put in your info. It will tell you they found a card for you but don't apply for it yet. Take a look at the first part and come back and tell us what the % spread is on the prequalifier.
Prequalify here: https://www.discovercard.com/application/fmo?execution=e1s1
Then come back and tell us what the spread is here:
@ mylowfico
Those are the exact percentages that I got, as well as the 3% fee for each balance transferred.
You can try here too. And again, don't apply yet. See what it offers you.

I know you are new to cards but there is no need to go for a secured card or Cap 1 credit steps if you don't have too. Their CLI's are low and slow and it sounds like you are wanting a card to grow with you and fast.

Ok, so avoid Discover. Everyone gets those #'s, even my dog. Try the Chase one.
This is a prequalifier for AMEX. If this one offers you a card its a pretty solid offer but again, come back here with the results. Just be sure not to post any of your personal info in like a screenshot.
@ Mylow
It's offering me Chase Freedom and Chase Slate.
