Welcome.
At your current credit situation, it is unlikely that you would be able to refi that auto loan. First step is to pull your own credit reports (you get a copy free every year at annualcreditreport.com) and go through them to see if there are mistakes or other things that can be corrected by disputing inaccurate information or appealing the goodwill of creditors to remove negative information. See the rebuilding thread.
With regards to your cards, use the one you have responsibly and make payments in full. If you are having trouble paying for your car and you have any nonessential expense at all, those need to be reined in.
Well considering Cap One turned you down, your options are pretty limited at this time. Your options probably include credit one and first premier, which are worse than no options. I would consider just working with what you have at the moment and possibly another secured card. With 10 inquiries I would just garden for a while and avoid racking up more inquiries. In the meantime you may want to work on your clearing up those baddies. I understand the urgency to rebuild and get credit but unfortunately sometimes time and patience are the only things that can help that rebuild. I know it's not the answer your looking for but I wish you good luck with your rebuild.
Work on increasing those scores and then try again. It seems like secured is the only way to go for now.
Thank you for the response, yes i thinks its in my best interest to just maintain a good hisory with nfcu and try next year
yeah, i figured that i see ppl approved with lower score and more baddies i was surprised

Good Idea, If you treat Navy right, they will return the favor and give you the moon and the stars.
thats my issue i guess, seem like you need credit to build credit and im you cant get any them what
Get copies of your reports as was suggested and see exactly what's going on and find out what's holding you back.
1. How old is your Navy Secured Card?
2. Who is secured loan with?
3. Which cap1 did you apply for? did you get reasons for denial and the score they used yet?
4. How old is your car loan?
