Its a more than likely a HP. Its Citi Bank. Dont have the BB Card. HD yes. Citi doesnt SP anything as far as I know.
Actually, the vast majority of Citi cards, whether core cards or those issued through Citi Retail Services (including the DNSB portfolio) offer soft pull CLIs. The Home Depot and Best Buy cards are exceptions though, CLI requests on either card will trigger a HP.
That is definitely hard pull language. They are telling you that they will obtain your credit report. That is a HP.
Citi most definitely gives out SP credit limit increases though.
No experience with the HD card but Chase is the strict no SP CLI credit card lender. Unless they show you love of their own accord then it's all HPs from them.

When I had BB card, requesting a CLI was definitely a HP.

Ditto for me with the HD Card. Nope.
Everyone of my requested HD card CLI's have been HP's. Of course the auto-CLI that Citi initated and gave me were not.
