A lot of telephone CSR's genuinely believe this--it's what they've been taught. Try calling at different times of the day, on different days, and try writing your GW's instead. Fire them off to different addresses that you can come up with, and you may hit a good one.
 
It seems completely random. One poster here got a Sears/ Citi late removed by asking on their online message service. I've sent four this way (in addition to snail mail and phone calls), and each time have gotten a reply indicating that they think I'm trying to dispute the late. (My last msg began: "I am NOT disputing this late." sigh)
 
FWIW, it is not illegal for a business to decide to not report a late payment, as a gesture of goodwill toward a customer. It is illegal for them to report something that is incorrect, which is not the same thing as choosing to not report something.
