How Does Cap One Show on CR's

So my CL on my Cap One Venture is 23000.00. I spent & paid 25500.00 this month.

Will it show 25500 as "high balance" on my CR ?

Yes it will, but if you paid it in full the current balance will be 0 or whatever you have. But if that's your statement balance they will report it as is.

Only if you had all $25,500 on the card at once.

Which seems unlikely with a lower credit limit than that...

If what you're saying is, I spent a total of $25K on the card in the space of a month, but paid it off periodically in between and started over again, then no, it will not report the entire month's spending as a high balance. If you did in fact have $25K on it all at once, before paying it off, then yes, it will report that.
