Yes, if MR points are more valuable to you. In DavidZeng's scenario, he will not lies his MR points from his Green card - and so it's a win/win. For a revolver, without a large sign up bonus and/CL you really will be working hard to achieve a lot of MRs
Something I noticed about Discover though, they tend to give higher limits when they see you don't alot of credit available or low limits (in my case). I've heard that US Bank and PenFed is definitely hard to get approved for. AMEX has been been a little more lenient over the years in my opinion. They approved me for an BCE with an 683 although most sites say the average is somewhere around 700 for the card.

It earns true MR point, and withou AF, I will apply it soon to store my MR points during the period without AMEX charge card. I will cancel my green, apply for PRG, farm sign up bonus, close PRG before AF, wait a few months, and eventually apply for Platinum.

It said some blue can earn MR point, maybe AMEX changed the policy of Blue recently, since I am new here, I did not know blue used to earn MRE, but under the T&C I read now, it earns MR.

I saw the T&Cs too. The phrase 'some' makes me wonder. I remember it being the Card to yes when canceling charge cards like you mentioned but hadn't thought about it much lately.
Hopefully, someone with the card can chime in with the definitive answer.
