How do I permanently remove AF?

How do I get the $29 annual fee removed from my C(r)ap1 NoHassle Cash rewards card permanently? It is due at the end of the month, and while I know I can call and have it waived, I would like to get the AF removed permanently. Do I just need to be persistent with the CSR stating that I will close the card if they don't remove the AF? I really don't use the card much, but it is one of my oldest TL's, and I am not 100% sure that I would cancel should push come to shove. Your advice is welcomed.

I called today and got my $29 AF with Capital One waived.  The CSR told me that since an AF was in my original card agreement, she couldn't permenantly remove it and that I would have to call and have it waived every year.  Basically she said they just charge you the AF then give you a statement credit/refund for that amount.
