I've been with them almost 5 years and have gotten two clis.  One for 500 and a hard pull. Had to beg for that one.  They wanted to know what it was for.  Then last month got one for 400.  No pull.  They are tough but I don't use them much any more.  $900 in 5 years is not good.  Even Cap One has given me 4500 in about the same time frame and no hard pulls.  Their interest rates are ridiculous. I'll be closing them soon.
 
I do believe you might have to give HSBC your first born.

If you call the back door number for Capital one and tell them you want a lower APR they'll probably lower it. I did that just this past Saturday and they gave me no problems at all.
 
Oh and on HSBC I called and asked to close my account to get my CLI. No inquiry, but it was only for $200. I had a card with a higher line, but i never used it so they closed it on me. I had to reapply and start all over with a $750 credit line, but have only had the card for two months and it's now at $950. It's always worth a try!! Just make sure you don't play too hard ball or you may end up with a closed account!! LOL

You call their backdoors # and talk to rep in a nice way; they will give you a CLI. I have a HSBC card for 6 months, I called them twice for CLI and increased my CLI by $100 each time.

The last CLI I applied for was online, courtesy of the magic button, and it was a soft pull. YMMV.
