It looks to me like asking for a BT helps in both areas. I've seen more reports about greater CL's, because the CCC is delighted to have you do this, hoping that you won't pay it off before the promo period ends, and then they can make some bucks off of you. Also, if they're like BofA and don't cap their balance transfer fee, they get a nice 3% right off the top.
The evidence isn't quite so strong about acceptance, mostly people speculating that it helped. But I know I've never seen a post that someone was told that they were accepted and then declined once they asked for a BT. Doesn't mean it hasn't happened, though.
Remember that if you do a BT, you should go dig a hole in the backyard, put your new unused card in an empty coffee can, and bury it until the BT is paid off. In almost all cases, CCC's apply any payments to the balances with the lowest APR's. So if you have a $5K BT at 0%, and you go buy something for $1K at a purchase APR of 8.99%, that $1K will sit there and collect interest while all your payments go to the 0% BT. (DH learned this the hard way.)
