my DH and I also received emails to use our card, however that was for our second card with Navy. Our first card neither of us received an email or option to use the electronic card before the physical one arrived. Maybe they do that once the CC relationship has already been established? Just a thought. He also just applied on 12/12 and received his second card on 12/16 with regular snail mail. We are on the west coast. IMHO it seems like a really long time for you to still be waiting. Personally I would ask them to cancel the first card and expedite a new one. Just seems like an awful long time even with holiday delays.
