The two aren't necessarily tied together. If you apply for the card and are denied then PCing to it is your only option if you want the card. You aren't 'giving up' 100K points because you weren't going to get it anyways. PCing to it now doesn't mean that you can't apply for it again once you're below 5/24. Very easy to do.
We PC'd my wife's Slate card to CSR. She won't be out of 5/24 until 8/17 and I will be 6/17. So next June I will apply and get whatever bonus is available at the time and downgrade hers, then maybe have her apply at some point after that or maybe she will just never be out of 5/24
With the $300 travel credit before the end of this year and also after Jan but before we downgrade next year we are already $150 ahead, not to mention the extra points on dining and travel in the mean time. Plus we currently have 350k UR's which we normally transfer but now that they're worth 1.5cpp we can be a lot more flexible with how we use them and still feel like I am getting a decent value for them. The difference between 1.25 and 1.5cpp with that many points is $875

I used the HP from CSR (denied due to 5/24) to app for the Ritz, which was approved. I plan to churn out my 3 free nights then probably consider a PC from Ritz to CSR. It will be at least 2 years before I am below 5/24. If it looks like 100k is going to stick around I might wait it out but I don't necessarily plan to avoid apps just because of 5/24. For me, the sign up bonus on the Ritz looks like it could be ~$1500+ depending on where/when the free nights are used.
Unfortunately you won't be able to PC a co-branded Chase card to the CSR.

You went from a card that offered absolutely nothing outside of balance transfers to what is probably the best travel card market in the United States.
