Not sure they take the time to look (not that it takes more than 2 minutes), but if a CA is reviewing, and sees an INQ dated 1\18\2013 and looks at the CCs CL history matching that banks INQ, the change in CL will be the following report date (say 2\07\2013) of that INQ 90% of the time, so it's obviously an HP for a customer requested CLI.
As for DarkFrosty's original question.
There are times, and not rare, that AMEX will not grant a card with even 1 "baddie" on a report. Any kind of charge off showing, gets their attention fairly quick. Sometimes they'll overlook things, and grant a line when usually they probably wouldn't, but it's not the norm.
You'll notice they listed a delinquent account as the first reason of the for to decline the app. Once that's gone, you'll probably have no problem.

I am tempted to ask chase for a cli since my csp is 2 years old .. plus really wanted to apply to chase ink for the 50k bonus that i could transfer to csp but dunno if i will get approved for the csp cli
I got approved for Ink. I had to recon, but I got approved, and they matched the amount that I CLI'd CSP to at the time (10k). I apped 5 months apart.
I had a paid tax lien with AMEX. I am guessing it is your one baddie; I have a 30 day late but it's older, and there is a note on my file about it (it was literally from running less than $5 short on an autopay with Capital One, and they wouldn't GW me. True story).
